We understand that the cost of education is important to you when making your choice of a college. The tuition rates are listed below to assist with that decision. 

Tuition Rates and Fees

Highline follows the State Board for Community and Technical Colleges (SBCTC) tuition and fees policies, which generally describe the amounts that are charged for different types of classes and students. More information is available at the SBCTC tuition and fees.

Budgeting for College

More information on the cost of attending Highline can be found the Cost of Attendance (COA) which is an estimate of the expenses a student may want to budget for during three quarters of education.

Understanding Tuition Rates

Tuition in the state of Washington is comprised of three fees. 

  • Operating Fees: The operating fee is used locally for college operations: Instruction, Services, Facility Maintenance, etc. In addition 3.5% of these funds go into an institutional Financial Aid account.    

  • Building Fees: The building fee is deposited into a statewide Building Fee account and is used to pay and secure the payment of the principal of and interest on bonds payable out of the building fees and for the construction, reconstruction, erection, equipping, maintenance, demolition and major alteration of buildings and other capital assets owned by the state board for community and technical colleges.

  • Student Activities Fees (S&A Fees): The student activities fee is allocated by a student committee to pay for programs and services designed to support student success outside the classroom. 

These fees are mandatory for all students. Highline reserves the right to change tuition rates and fees without notice to comply with state or college regulations or policies.

Quarterly Fees (not included with tuition)

  • Technology Fee: $40.00 per course for students enroll in computer-related courses (maximum $80.00 per quarter)

  • Safety Management Fee: $66 per quarter. The fee will go toward maintaining and expanding parking lots, hiring Public Safety personnel, and creating a better alternative transportation incentive program.

The current tuition table is based on residency classification. Residency classification is based on information provided during admission or readmission. Your residency status is posted in your ctcLink account. We determine your residency for tuition and fee purposes at the time you apply for admission. Non-resident (out-of-state) students pay slightly higher tuition than resident (in-state) students.

The cost to attend Highline College varies based on your residency status, course level and other factors.

Tuition rates are determined by the course level you are taking. Courses that begin with a 300 or above are considered upper level.

Highline College Fees

Highline College adjusts tuition and fees annually, according to state regulations and program and course costs. Adjustments are effective as soon as they are implemented, which may be during the academic year—so check here for up-to-date information.

Safety Management Fee

A $66 fee will be applied each quarter. The fee will go toward maintaining and expanding parking lots, hiring Public Safety personnel, and creating a better alternative transportation incentive program. This replaces the Transportation and Safety Fee.

Picture ID Fee

Free for students currently enrolled. Students will be charged $5 for replacement cards. Present a valid picture ID card at the Registration & Records front desk.

Students will be charged a late-add fee for each course added after the 10th class day of the quarter (the eighth day for the summer quarter).

Application Fee for Bachelor of Applied Science Programs (BAS)

The fee applies to all applications for Cybersecurity and Digital Forensics, Business Management (Formally, Global Trade & Logistics), Respiratory Care, Human Services (Formerly Youth Development), Early Childhood Education, Elementary Education, and Integrated Design.
